Policy assessment starts with a simple question: does a community's current regulatory framework help or hinder the housing outcomes it actually wants? We review existing regulatory strategies — zoning codes, subdivision regulations, permitting processes, and existing housing policies — against a comprehensive plan's stated goals. This can identify where regulatory frameworks may be subtly working against the housing types a market needs most, or are working as designed to meet stipulated needs. We bring a full suite of tools to evaluate policies, including statistical analysis, community and stakeholder engagement, reviews of best practices, and economic or financial modeling where appropriate. We then wrap the assessment of existing policies in a report and presentation framework, prioritizing clear communication and identifiable next steps to make sure any revised policy actually meets community goals.
